Overview of the review

An independent panel of four members will lead the 2026โ€“2027 comprehensive review of the Department of Education. The panel will examine how the department supports learners, families, and educators across Yukonโ€™s three school authorities from Kindergarten to Grade 12, as well as Yukoners accessing postโ€‘secondary and adult learning supports. The review aims to support the longโ€‘term wellbeing of Yukoners by continuing to place learners at the centre of the education system. The long-term objective is to improve Yukon’s education system to better meet the evolving needs of families today and in the future. 

Listening is a core part of the review process. The panel will hear from Yukon First Nations, school boards, students, families, and department staff to better understand education priorities and experiences across the territory. The collaborative approach will guide the review, engaging a wide range of voices to help shape recommendations.

  • Outcomes of the Yukon Education Review: What to Expect
    Who are theโ€ฏpanel members and how were they selected?
    Your Panel members are Gillian Staveley, Lorraine Taillefer, Judith Arnold, and Greg Storey. Together we have varied experiences in education in other jurisdictions as well as from K to 12 and post-secondary in the Yukon. We were appointed by the Minister of Education not only for our diverse experiences in education but also for our passion for students and their learning, and our work with community engagement, governance, and organizational improvement. We bring our own unique perspectives to ensure the review is thorough, inclusive, and forward-looking.

    What will theโ€ฏpanel be examining?
    We are reviewing how the department is structured and how it delivers services. This includes how it supports student learning, school authorities, educators, student wellbeing, in K to 12, post-secondary education, and future skills development. We are not reviewing early learning as it has recently undergone an Auditor General review.

    What will be the outcomes?
    We are to focus on placing students at the centre of all the work done in the department and our recommendations may serve to guide potential immediate changes and future planning for improvement. The final report will make actionable recommendations in most areas of the department’s work leading to the ongoing engagement with staff, students, parents, school boards, First Nations, councils, and our partners in education with significant implications for students, their classrooms, and schools to improve achievement for all learners in Yukon.

  • Key dates and milestones

    The department of Education and the panel anticipates that the review will take 12 months, inclusive of engagement.ย 

    The development of an implementation plan based on the review’s recommendations may take and additional 12 months.ย 

    • April to November 2026 – Engagement including: key partner meetings, employees, public and school communities.ย 
    • March 2027 – Independent panel final report
